Mike beat me to it. Those are (standard is the wrong term, maybe "commonly") 7.5 inches wide. Post 1990 520s and a few other models had 8.5 inch wide rear wheels.

By about an inch, yes. Measured outside edge to edge.

Your choice. Carlisles are good tires, but far more expensive. Be aware of Mike's comment about ply rating. More plies equals stiffer tires, and will be harder to mount at the least.

Which means a stiffer ride also, and, the the higher ply rating is really not a concern with these small tractors, it is rating for load carrying -- which we arent worried about.

 

I like to find 2 ply when I can and run with low psi in them to ease the bumpy ride --- in my yard any way!!!

 Rims sizes are measures inside to inside of the bead surface

They are from the ‘84 Work Horse GT-1600…

So this is a 7 inch- on the ‘84 Work Horse rear ? 
I put 23x10.50-12 ‘s on there and they look like this… actually I’m glad they have a round look on the tread.

IMHO I think you would be fine either way but I would try to find a TWO-PLY tire.

If you're comparing the exact same ply rating, size, I would base it on which one is less expensive.

Price being that close, I would go with Carlisle. I can't speak for OTRs, but many do like them.

 

Carlisle has a long established excellent reputation. I still appreciate those until they no longer exist.

I look at tires for my horses mostly by cost - I figure I'm not gonna need to get 40-50000 miles out of em so I just go for the best price, I've got a set of the 1050's in  -- xxx brand (Nanco?) on one of my D's that is some 5-6 yrs old and look as new. Last I cked I saw pair of X brand for under $200.

  If your rims are not the wide ones all these pics are a waste of time as your setup will look different and you probably won’t end up with 10.5” of rubber hitting the ground. 
  If you do in fact have the wide rims then here’s my Carlisle 23x10.5’s.

These are Carlisle 23x8.5 on regular width rims…actually I am outta state right now and am starting to second guess that they are in fact Carlisle’s. I’ll check when I’m back home

23-10.50-12   Look great, work well in snow, however no plow or blower.  This 54 year old horse has paid it's dues and just enjoys light duty and trail rides
