You can raise it to the height you want with the adapter.  Better rap that thing with paracord like in OldWorkHorses  picture so you don't freeze to it that steel gets cold. 

It comes in an old hippie multi color that you would like and fits right in with your tractor colors.

Love the idea but I have to have it bare steel to keep with the theme. 

What with the camping we do I've seen many different colors of paracord. Very entertaining for a 5 year old such as myself. 

 

I have gloves to keep my hands warm so I'll be fine.

5 year old kids are only thank about going on a tractor ride, they are not thinking about cold steel, gloves ( unless they just go a new pair of Red Rider with Fringe ) they would already have them on.

Just looking out for you son, don't want the Safety Police after me.

Heated from the inside? Insulated nicrome wire? You'd have to engineer a way to operate the contacts to compensate for the turning of the wheel, unless your steering tube is hollow, then you could just run a wire up through like the horn on the old willys.

Not much chance I'm going to heat this steering wheel but just out of curiosity what is this nichrome wire?

A good suggestion and much appreciated. I think. But not really my style.:lol:

 

I'd be more of a Jim Flint or a Tell Sackett. 

Nichrome wire is basically resistive wire, Heating element wire if you will. Nice to have around in case you need a resistor of a specific value and don't have one, you simply snip this wire to the correct ohm value! Its great when you apply some voltage to it for cutting glass bottles, making heating coils, cutting foam etc. etc.

So short or "regular" leather work gloves combined with the lace on wrist gauntlet over the end of yer shirt sleeve.

Might be a little extreme for floating around inside of a METAL steering wheel then...

AHEM note the "insulated" portion! lol You would definitely have to have a fiberglass or kapton sleeve.
