That’s a limited edition “Sanford and Sons Special”, interestingly enough: in mint condition. Only known one left in existence.

Now, if you had put the good photo up before I could have figured it out.:ychain:. Interestingly there is almost nothing out there about that company.

They look like a pruning/trimming sheers or possibly a type of metal snips 🤷🏻‍♂️

No cigars. Probably as expected it is a woodworking tool. Rarely used by woodworkers now a days and most likely unknown to most.
