The lever is supposed to raise the deck more than that, and lock in the "up" position if you want to.   I'm guessing that your linkage from the lever arm to the deck needs to be adjusted. There are some chain links in there and it may need to be moved up by one link. It's difficult to get up in there, even with the deck off.

Maybe this picture will help a bit.

There is an adjustment knob next to the lift lever that controls how far down the deck can go. If you turn the knob so all the threads are gone and then attach the chain so there is a little slack it will be better.

Like @953 nut said, start by backing this knob counterclockwise all the way. You may need to remove the little cap that is protecting the threads.

If that doesn't allow the deck (height wheels) to rest completely on the ground, check underneath the tractor to see what is restricting the lift arm from @davem1111's photo

Some people secure that lift arm in the up position (with zip-ties or wire) when they attach snowplow blades or blowers.

That lever on the left is used to lift the deck for transporting.   When pulled back and latched, it should lift the deck up till the rubber bumpers on the deck frame contact the tractor floorboards for stable quiet transporting.   That lever operates a rock shaft that is connected by a chain to the deck lift arm shown here and in the pictures above.

The rod on this lift arm should be in the deck slot as shown below.

This lift arm is connected at the rear of the frame in two bushings make sure it is properly connected to the deck and the rear of the tractor..

If everything is connected properly, you probably just need to shorten the chain between the rock shaft and the lift lever.

Improper installation of the deck to the attach-a-matic could also affect the lift .    Make sure the notched tab on the deck rod is on the proper rod in the attach-a-matic.
