If the fluid level is correct, and the pulley SHAFT is spinning, I'd start by disconnecting the rock shaft from the ram and see if the ram can be moved by hand. Your cylinder is a DOUBLE ACTING cylinder. with pressure applied to one end the fluid in the other end of the cylinder will be pushed back to the pump reservoir. If your cylinder is the welded type as shown then it can be rebuilt by @wheelhorseman, here is a link to his store.https://wheelhorsepartsandmore.com/product/welded-cylinder-repair/. Look, I spent months trying to figure out why mine would go one way and not the other before I figured out that I didn't drive a roll pin in the whole way (on purpose, for testing) and the return spring was catching on it.
