If the fluid level is correct, and the pulley SHAFT is spinning, I'd start by disconnecting the rock shaft from the ram and see if the ram can be moved by hand. 953 nut 67,710 #4 Posted 1 hour ago When you operate the lever on the pump does it grunt or make any noise in either direction? Your cylinder is a DOUBLE ACTING cylinder. with pressure applied to one end the fluid in the other end of the cylinder will be pushed back to the pump reservoir. If your cylinder is the welded type as shown then it can be rebuilt by @wheelhorseman, here is a link to his store.https://wheelhorsepartsandmore.com/product/welded-cylinder-repair/.
