Governor disk

So while reading about the proper set-up of the governor, I noticed this for the first time. Described as a drive pin. What is it's function?

As the throttle lever end moves downward from the pull of the cable, it rotates the speed control disc in a CCW direction. The drive pin is supposed to be there to assure the disc moves that way too.
