Here's a few pics of a really interesting tool I found yesterday while organizing my late father's things in the garage so my mom can better utilize the space. Remember what he did for a living that wasn't trucking? 

 

Very niche market.  I'll share a pic of the directions later.....

Looks like a tool to cut out a disk or ring of some material, perhaps leather.  Pins hold the tool in place while it is rotated to create the object.

Thinking more it could possibly be a cutter of gasket material.

You're headed the right way....

 

In Bruce's usage it wasn't leather or gaskets although it certainly could do those.  

 

 

More guesses?

 

It is industry specific.

It's a tool whose commercial usage is no longer valid because of health law changes in businesses.  

 

That's pretty vague but valid.

So it is for cutting out burned areas in carpet and cutting a replacement piece to repair the carpet.

Well, before @ebinmaine brought up the carpet thing I was thinking his dad had been a brain surgeon and it was for opening up the skull.      :confusion-confused:           Guess that wasn't it though.
