Go to the manuals section and download the Demystification Guide, after looking at your wiring diagram and the simplified circuits you should be able to figure out the problem.  If you still can’t find it, report back with complete information such as year and engine, also the condition of the wiring.  Was it tampered with by a previous owner?

There 22 different 416-8 models so have not looked at wiring diagrams.

Most if not all have the circuit board powered directly off the battery.

It would be worth removing the circuit board and cleaning the contacts and wire connectors. Have seen them covered with grass clippings and if damp could short the circuits.

As @gwest_ca noted, a good cleaning of connections is a good place to start. Usually a light being on when the switch is off is because of a short circuit.

The intended purpose of that light is to tell you that you are trying to engage the PTO while there is no operator in the seat. Without knowing the model of your tractor, we cannot help you with the exact wiring or how the switches on your tractor are wired. Your homework, and the best way forward, is for you to start with the Demystification Guide, as suggested above.
