That implement is called a "tiller" and there are manuals that cover it in the files section here https://www.wheelhorseforum.com/files/ Use the search bar with "tiller" and limit the search to the file/manuals section to see a list documents that mention it. This document, in particular, will help you see what implements are usable with your tractor. It seems that only one tiller is compatible with the 702, the WT-244. ri702bill 9,419 #5 Posted February 4, 2022 Carlos - the 702 is only 7 HP and has a 3 speed transaxle. Tillers are best suited for later tractors with 10 plus HP AND an 8 speed (4 speed with the 4:1 reduction low range) that is needed to allow full throttle and a creeper gear - 702 for tilling is not a great choice. Handy Don 14,062 #8 Posted February 4, 2022 (edited) As noted in the attachment cross reference, the 702 could handle a very specific tiller, with two big requirements... FIRST it required the optional Speed Reducer package to slow the ground speed. This package included a larger transmission pulley (7.5 vs. 4 inches), a longer pulley belt, and other bits. Here is the manual... SECOND the tiller had its own engine. Here is the manual from our files. Clearly, from @Pullstart's video above, it IS possible to adapt a later model tiller to the 702. Note that @Pullstart has modified his "Putt Putt" tractor to have a six speed transmission (6 forward and 2 reverse) so he is able to go slowly enough to allow the tiller to work and he was able to add the necessary guide pulley to carry the belt downward far enough to clear the rear axle.
