He had been up all night at a friend’s house, had a six pack and numerous mixed drinks. 4 hours sleep and was texting these things to someone when he passed out and ramped the overpass. I can't give you a specific start date but it's been the law in my region for quite some time that COMMERCIAL drivers are not allowed to have a mobile phone hand held. There are states such as Maine and New Hampshire that are spreading that rule to any and all vehicles and I think that's an excellent idea. New Hampshire in fact has taken an extra step and banned ALL handheld electronics while in control of any vehicle, commercial or not. As far as operating under the influence of alcohol....
