OOOOOHHHHHH I think Dan-gerous is correct (beat me to it!) its for caulking/chinking all those gaps with hemp and pinetar!

@Dan.gerous @Wheel Horse 3D Yes he was correct. It is for chinking the deck boards with oakum fibers. My friend as his apprentice would go first with this tool twist the fibers into the appropriate thickness and press them into the joint. Father would follow behind with caulking hammer and chisel and finish it off. 
 He was a master shipwrights. A prolific plane maker. I still ask why but I have been blessed by inheriting his tools and lifetime accumulation of numerous items. Still today every time we get together more items are given to me. His name was Edwin DeVoe . I have also numerous blocks of exotic woods such Bubinga and Macassar Ebony marked or started as planes that he never completed.
