K181s governor cross shaft

Hello I’m a 13 year old boy from Wisconsin trying to rebuild this k181s 8hp. I have been doing some research of how to get the governor working properly since one of the weights on the governor gear fell off into the engine destroying the cam shaft and nicking put the oil splasher. So my question is the governor cross shaft flapper thing supposed to be that short? I have been looking at it and I do not thinks it’s supposed to be that short, so if any of you know the answer please comment down below.

Thank you guys for helping me, I actually pulled that shaft out earlier and saw that it was broke. But thank you anyway.
