K91 governor adjustment

Reading different publications from Kohler on governor adjustment I get a little confused since they don't all state the same facts. Reading one last one leads me to think that I have them all adjusted incorrectly.

Unlike other publications this one states that with the engine at rest (stopped I presume) the governor should hold the throttle in the fully open position. With the exception of a brand new k91 I just got never fired before none of the others I have do that, whether adjusted by me or someone else. This new engine got me thinking that all others may be wrong.

Any help greatly appreciated as always.

Governor adjustment is about 2/3 of the way down in the FAQ section. I have never seen one hold the throttle wide open at rest. You say the new engine does? do you have or can you take pics?

If you look in the Wheelhorsemanualsgroup in the file indicated below under governor systems that is what it states it should do.

I will take a photo of governor and post it a little later.

I have never started this engine. I removed the electrical parts since I am fitting it to an RJ so I cannot start it for a while.I am wondering if when started the governor will then go into a "normal" position. The engine is a Battery ignition system K91S that I posted a few days ago.

I finally started new engine.Like I mentioned before governor holds throttle wide open with engine stopped. Once engine starts governor lets engine idle normally.When shut down it again opens throttle fully.

I believe then that all the others are incorrect.Only one publication I know of from Kohler states it should be this way.
