Pull it off, take all of the screws holding the two halves together, and if you're careful, you should be able to pull it apart without tearing the gasket. After that, take carb cleaner and possibly a rag and clean out the bowl. Blow carb cleaner through all of the passages to ensure they're clear. If any of them are clogged and the pressure of the carb cleaner isn't enough to remove the blockage, I've found that torch tip cleaners do an excellent job. Once everything is clear and the needle isn't stuck, it should go back together and run. Assuming you haven't messed with the adjustment screws, count the number of turns it takes to seat each of the screws and write it down. Be sure and only seat them lightly; if you tighten them too much you could damage them. I would then put the screws back in the same position they were in previously as a baseline and adjust them slightly if needed to achieve the best running conditions.
