I thought that for a few minutes too.

Looks like the paddles are relocated for transport to keep the machine under the DOT road width.

 

Look at the side of the boat and you'll see a mounting/drive hole on the side.

Look at the angle of that rust line front to back.  That's from the weight of that large bucket picking up wet heavy stuff
