I find a homemade tag that says model 400 on it. Is that what this is

Yes this is my first project. It was my grandpas and now my nine year old son wants to get it running so it will be a father son project. I have had it running on the bench off of starting fluid.  I am having trouble getting the throttle cable not to bind when the engine is in the tractor. Does anyone have pics of how the throttle cable is suppose to be hooked up to the throttle lever and run through the frame to the engine

Try removing the cable from this clip arrowed below and have that conduit circle around more smoothly from the lever to the connection.

The choke uses just a wire from the lever to the carb, no conduit

Use gas or carb cleaner for test firing your engine instead of starting fluid.

Can you post a pic of that belt guard?

It appears form the pic you did post that may be an early version as it may not be as triangled shaped. That would indicate an early production model 400

I’ve got the exact same belt guard on my 60 suburban. My family friend Roy Stewardson (almost everyone knows Roy) anyway he told me those belt guards are on the first early 1960 suburbans then they went to the guard with the single line embossed in it (61has the cross)

Yep, that's an early production 400 belt guard. They're kind of a cross between the RJ and later belt guards.

Agree with that as Derek Woodman in Plymouth Indiana has one and has indicated the same transition with one he has!

It’s been awhile and was interested in knowing how the father and son project was coming along!  Pictures and updates!:wwp:  Oh ya  I noticed your tractor could use a Serial plate!  Go’s in the middle of the two levers for choke and throttle!
