1984 C165 runs only when choked and erratic ammeter/voltmeter reading

So after replacing the Carburetor, Condenser, Spark Plug, Points, and replacing the old muffler with an unholy Nelson muffler, the engine fires right up, and runs with the choke off. My problem now is that the motor is surging when not under a load and when I shut it down the engine runs for a few seconds after the key is turned to the off position. I have tried adjusting the carb with no help. Suggestions?

Thank you

hook up your multimeter to the coil + terminal you should have 12v running it should go to 0 immediately when you turn the key off.  if it does and the engine still runs it could be dieseling  (a bit of hot carbon in the cylinder valve are keep igniting the fuel mix being brought in as the engine coasts down.  if the 12 volts does not go to 0 immediately you have an ignition switch issue.

Surging is usually a sign of too lean a mixture.  That makes an engine run hot and be prone to dieseling.
