Can you manually push the bendix down the armature shaft far enough to have the gear engage the flywheel teeth? You should be able to do that from the right side with a long thin screwdriver.

Blowing a fuse should be a separate issue.

The only fuse in the circuit should be on the ammeter side of the solenoid. (see image)

If the starter is mounted slightly crooked, the Bendix will not engage and the teeth on the starter will not line up with the teeth on the flywheel. Check your mounting alignment.

As far as the fuse blowing is concerned, when the ignition switch it engaged, the power goes to the coil side of the solenoid. If the solenoid is bad, it could potentially blow the fuse.

The bolt used to mount the starter are special.  they are short but only a partial thread.  The unthreaded part helps maintain the alignment.  maybe yours had been replaced  with regular bolts at some point
