Jumpy Transmission After Cleaning

I removed all the sheet metal except the hood to inspect and clean my 78 C161.   When I put it back together the drive belt seems to jump/flop around when I push in the clutch.  And, when I let out the clutch the take off isn't as smooth as before.  Also, before I did the clean up, it would roll easily in neutral with the engine not running.  Now I can still push it but it takes some effort to make it roll.  I assume the side panel that covers the drive pulleys is the culprit but it looks like it is installed correctly.

There are guides on the back-side of the belt cover to correctly carry the belt.  Hope these pics help.Look closely at them as the clearances are close. At least, this the way my C-160 Auto is arranged.
