hit and miss

My buddys got a Stover ct2 and he is trying to get the engine to idle lower. It seems to be at working speed of around 600 rpm. it has an enclosed crank case with a side cover with what appears to be a screw with two nuts that adjust the governor. we have tried to adjust these with no luck on changing the engine speed. there is also a arm leading off the governor with an adjustment nut that we also tried to play with to get a different speed. any ideas? help would be VERY much  appreciated

"Did a little work on the governor on the Stover CT2. I replaced the spring with one that was less stiff and as a result, its running much slower now. When it was running faster, I really didnt care for running it. Now that its cruising along slower, I really enjoy running it"
