1054 won't engage gears unless mow deck is engaged

Hi, I finally got my tractor shifting (had to drill a hole in cover and custom install a brake to stop belt from spinning) and now the dang thing won't move unless the now deck is engaged (probably doesn't have anything to do with the mow deck, more to do with the mechanism associated with the lever engaging the deck - that exterior clutch)
Does this sound like a linkage adjust issue or something else? Thanks.

Sounds like the key between the transmission drive pulley and the engine crankshaft is missing. 1/4" x 1/4" x 1-1/2" long.
