maybe that's the way it should be?

I have a 48 deck and just cant be sure about a 60...even still rollers would make sense.

Mine has an adjustable wheel on ech side but I don't even see a place for them on your deck.  What is the model # on the deck?

The early version 60" deck did not have the gage wheels on each side of the front of the deck.  The later version did.  Not sure but maybe starting around 1992 or 1993?  The 1991 deck did not have the front wheels.

Thanks for info, when I tested it sat. I could not beleve how nice it cut. Now with the repaires I really cant wait to try it out.

I run a TORO 255 z master w 72" deck for my main cutter and love it, but think the 520 will be a nice backup.

And after my wife saw how it cut and that it was hydro she immediately clamed it as HERS!!!!

Only the later model 60" decks had front rollers on the outside edges. Your deck has shoes on the outside edges in front. I tried using some rollers on one I had and just couldn't seem to get them to work. The only time I've seen rollers on there were in pictures so I didn't know exactly where they should go. Also I tried using some Simplicity rollers and they would bind-up and quit turning. The only time I had problems with a 60 was in a ditch I have to mow. The edges would dig into the dirt if you tried get down in the bottom.

i like the 60" decks with the " shoes" on instead of the wheels. the ones with the wheels tend to make the front tires on the tractor push when turning because the deck carries the weight and makes the tractor push, were as the one with the shoes the tractor carries the weight and allows the tractor to turn. the problem come into play is more weight on tractor more stress on the frame. my 96 520 had a broken frame when i got it but it also had a valve seat out. the price was right so i bought put another frame in the tractor and fixed the valve seat

There is a dealer service bulletin from about 1992 that details how to weld brackets to the front of the 60" decks to add anti-scalp wheels.

I have a 60" deck with this modification, and one without.  I don't think there is any difference, and I woud not recommend putting in the work to add them.
