I took my carb off after I noticed some gunk build up and cleaned it. No I'm not sure at what point I should set the adjustment pins to reinstall it. Can anyone tell me a way to get it close then I'm thinking that I can fine tune it while it's running. Although I'm not sure that there isn't a better way.

Do you mean the needle valves?  I usually set 2 1/2 turns from finger tight, set the idle screw so the butterfly is just barely open.  Start and adjust.
