rydogg 186 #4 Posted June 10, 2013 (edited) Looks like an electric fence tester....the four holes probably have lights that will let you know how strong the pulse is. "spark tester ????? just how does this work.... no lights... single wire, inside the vented tube the wire is tightly coiled all the way to the copper tip... the alum. "end" unscrews like a pen."
