I'm going to say it's a C-111 look at the air cleaner, it looks to be a briggs.

I think it might actually be an 1100 Special, but it's definitely one or the other.

I watched it on my iPad and was able to see the number 1100 on the front corner of that decal. I would say it's an 1100 Special!
