Twin pulleys on rear of C-161

Picked up my 3rd WH. A 1979 C-161. Right footboard looks to have factory cut-out slot and mounted in right rear 2 pulley's mounted vertically on bracket in line with footboard slot. What did these run? and what is name of bracket? Maybe to run rototiller?

Could not find in diagrams on partstree. I will be looking to sell these as I only want to use with snowblower and deck. Thanks

That is used to run a vac system, the blower mounted in the rear axle bracket like a plow/tiller and the belt ran under the axle via the pulleys you have.
