Assy - Brake on PTO question

What is the material used on the small clip that contacts the back side of the PTO wheel?

the TORO parts finder shows the whole part as part #106781

Any body replace the pad or just replace the whole part?

I have replaced these PTO brake shoes numerous times over the last 15 years...its no wonder, look at how much pad is protruding beyond the brass rivets...not much! Looks to me like there should be a little more pad and less rivet! D

I bought a foot of brake lining material and 100 rivets from McMasters several years ago did the belt pulley brake on my Case DC tractor and at least 4 WH PTO brakes and still have a some left. All you need is a hacksaw to cut the lining a drill and punch to set the rivet. Way cheaper than buying the units form Toro.
