my freind was cleaning out his grandpa yard and junking all the metal lawn mowers and all when he came across this beauty he was going to junk it when he thought that i collected wheel horse he called me and i was on my way to get i payed him 20$ and got stung by bees that was in the fly wheel . I have a few questions is this the right engine for this tractor and is it sopost to have starter??

I would say yes on both questions.

Looks like the starter is there, tough angle though. The tins have the Bendix cover on it there by the shifter, left side while sitting on it.

If this is why you keep "bumping", the answers are no and yes.

The engine has been short-blocked and the original Lauson H55 would have been electric AND recoil start both. (yours has the wrong recoil though)
