front half seperating from back half

i hav a 14 horse tractor that the bolts are backing out where front half of mower is bolted to rear end. flange area around bolt holes have cracked can this be bolted up snug and then weld bolts, and where does spring connect to clutch pedal

currently using tarp srap. cant figure out connecting points for spring.

the frame need tacken off the rear and welded to fix the crakes and a lot of people install a 1/4 inch steel plate welded to the motor side of the bracket and use longer bolts and the spring for the clutch goes fron the rear end to the piviot on the left side of the tractor just follow the clutch petal rod back and it hoos on the piviot peive and hoos on the tabe on the rear
