I always do. All of the disassembly and time already invested...why not? Those drillings are critical and have to be clean. Not saying that it has to be done but I just don't want to have to go back and do it all again. I just tap a good awl in and pry them out. I've never drilled them but some original plugs are thick.

Governor-arm adjustment

Must be done - properly - prior to starting the engine. This prevents over-revving the engine on startup.  Thank you to ri702bill for pointing this out in another thread.

Throttle cable sheath position in the clamp

Determines throttle lever action for full throttle & max rpm.

Thank you to ri702bill for pointing this out in another thread. 

 

I do not see a procedure in the service manual for this.
