Transmission fluid level

I have an Electro 12 hp 1971 wheelhorse, and my question is when checking the fluid level in the transmission should the dipstick be screwed in or just inserted?

The tractor has an automatic transmission, and the last time I used it it became difficult to push the forward lever forward. I thought that perhaps it was low on fluid.

Push or screw the dipstick all the way in.

 

Motion control lever action is not relat4ed to fluid level

 

Is it also hard to move to reverse
