D snow blower "V" spring

Having just gone to the Steam-o-Rama and picking up my D model snow blower from Ken I'm trying to put it together and there is this V shaped "spring" attached to the chute, right where the snow would be blown out. It is in the Toro parts diagram as 63?? but it doesn't say what it is for, or what it hooks to. In the pics I've seen it appears to be just left there, does it spread out the snow. Catch stuff coming out of the chute??

i believe that it is a diffuser. i think i've seen it labeled as such on some parts diagrams. not sure what or how it actually does anything. you'd think that you wouldn't want anything in the path of the snow, but it must do something to help!
