Governor Problems on Commando 8 K-181

While working on the Commando 8 to correct a drive belt issue, I discovered that my throttle cable was binding, and the twist-to-lock was not working. So I replaced the cable. In doing so, I removed all of the external governor parts to clean and readjust. After putting everything back together, I now had a problem where the engine would over-rev. The governor was not functioning as it should. So I took it back apart and could find nothing wrong. Put it back and I still had the problem. I have my 857 in the shed that I had taken some governor parts from to finish the last 701. I had not gotten around to putting it back together, so I gathered up those parts and installed them on the Commando. Still not right. To make a long story short, I found my problem by pulling the cross-shaft out of the 857 as far as it would go and found that there was no spacer that went between the cross-shaft tab and the brass bushing nut. Checked the Commando and it has one. I took it out and now it works fine. I am assuming that the cross-shaft was binding with that spacer installed. Removed, no bind. Since the 857 has be working fine without it, the Commando should do okay as well.

 

For all you engine guys, is there any reason that I should not take it out and leave it out?

I guess I never saw a bushing there or don't remember. Another guess is it was binding on the flag and the brass retainer nut? Too long perhaps?

As long as the flag sits directly in back of the governor leave it out. 

Does the parts manual show it?

#24 It is used by virtually all variations.  Note the #25 is only used on 1 variation

 

The description is misleading the OD of the washer is 3/8

I don't think I've ever seen the bigger spacer. These are all the parts pulled from a functioning governor. Not  in there.
