That appears to be the cap that retains the acceleration valve on a Sundstrand, I do not think it has any penetration to the outside. Our subject matter expert on Sundstrand is @daveoman1966, he should be able to answer this.

An acceleration valve would not have any exposure to atmospheric pressure (i.e. an “outside” opening). Its operation relies on the differences between two internal pressures, and a spring. 

 

Small engine, float-bowl carburetors do have a “vent” to prevent a buildup of air pressure in the bowl from affecting the carefully metered delivery of fuel to the throat.

No hole in the end cap.  There are holes in the internal valve sleeves especially in piston to piston units
