Matts Foot Control

I'm in the middle of installing Matts foot control on a 314-H. I have most of it done but ran into something I want to verify that's not really addressed in the instructions. This part:

 

 

Am I correct is saying that the top 1/4" hole goes on to where the original control rod to the lever was at, the hydro camshaft goes through the center hole making the bottom hole below hang below the cam and the 'L' bend of the new rod goes through it?

That's what I was thinking.....I think. That means I have to deal with those two pesky C clips again.......tomorrow.
