He was a mere Member of Parliament for the “opposition” party and not in power--a serious come-down from his earlier time in government and a blow to both his ambitions and his fears about the future of Europe. (Remember how “head in the sand” the leadership in England became after WWI.) He needed more income so he arranged a lecture tour in the US.
