Yes, the bolt replaced the solenoid, but you have the wrong idea about what the solenoid looks like. The carbs that have them all have a regular needle and float, the solenoid screw in where a bowl bolt should be, and has a plunger with a rubber plug that resembles the tip of a .22 bullet. The plunger does retract when powered, but it blocks the bowl end of the main jet to shut off fuel, rather than closing the needle to shut off fuel coming in from the tank.
