All the battery-using tractors were designed to deliver battery-safe voltage and amperage at 3600 rpm when coupled with a properly wired and working regulator or a diode, depending on the model. Absent the meter, you came to “know” you had a problem when the battery failed. 

Consider that your meter may not be accurate, they are not precision calibrated instruments! I recommend getting out your multimeter and checking.
