210-5 Engaging PTO kills engine at lower RPM

Greetings All.
I've been tweaking on this WH 210-5 for about a month now.
I have
Replaced the tires
Added bearing wheels to the front.
Repaired the drag link
Tightened the steering
Replaced the blades
Repacked the Idler pulley bearings on the deck
Replaced the seat
Leveled the Deck.
I am currently examining a problem with the PTO that kills the engine when engaged at lower RPMs. I pretty much have to have the RPMs all the way up to engage the deck and then i can lower the idle after the deck is engaged. The Spindles spin freely the idler pulley turns smoothly. Im wondering if this is a Carb issue or a PTO issue or even possibly a electrical issue?
What do you think?

Not familiar with that particular model, but I always run full throttle when engaging pto on my tractors.

Ok so this is normal?   ive read so many things about lowing RPM to avoid damage when engaging the PTO maybe it's different for small engine lawn mowers of this type?

With the deck drive belt loosened or removed - do the spindles turn freely?? If there is excessive drag - there you go...

Yes the spindles turn smoothly and freely with no wobble. The Idle pulley turns smoothly, its a little stiffer than the spindles because i just repacked the bearing

Basic questions - are the blades sharp and not installed upside down???

Ok another dumb question.. Does anyone know if the PTO switch is the same as a normal 20amp six connector toggle??   I've noticed the PTO toggle switch is really loose "floppy" for lack of a better word and was thinking about replacing it.. but at 135 bucks the OEM switch is WAYYY to expensive for me .

Yes the blades are bran new and and mulcher fin is up. I suspect it may be something inherent with the low power 10hp motor simply doesn't have enough low end torque to keep running when engaging the deck at anything other that high speed. It just may be the way it is with this low end model.
