I went to try to mow with my 312 wheel horse and when I tried to engage the mower deck it would not spin and all the belts are ok. I tried tightening the engage arm to see if that would help and nothing.  Can some one help me and it work again.

First thing to check is the underside for something lodged in stoping the blades from turning. Then process of elimination, remove the belt check of the mule drive pulleys spin, remove the deck and deck belt, check each spindle.

I’d suggest popping the mower deck off.  Make sure the spindles are clean and free of excess clippings.  There is a spring loaded tensioner bar too, that can get jammed up with grease and chaff.  Clean, lube, free spin by hand, reassemble.

If the deck was say stuck and the belts are good and tight, the engine would bog down when the PTO was engaged. Sounds like the clutch disc is worn out to me.

If the C-clip comes out of the groove on the out side of the short shaft you can't put pressure on the PTO to make it work.

I've had that to happen a few times in the last 48 years of mowing with a Wheel Horse.

It does appear that there is a problem with the PTO.  I have seen the problem you mentioned and the end of the bell gets worn away.  He should remove the bell and post some photos.

Your local Toro dealer should be able to get one - pricey, though.  About $100.  Aftermarket will be less.

Please post a picture of the edge of thePTO clutch.  It should show the thickness of the clutch lining.  Also, take a close up picture of the shaft and bearing that the hoop presses on.  As @Lee1977 notes - there might be something wrong with the clutch bell, stub shaft, or C clip that is preventing the pressure applied by the hoop to be transferred to the clutch bell.

A new C clip costs pocket change, and a new stub shaft is under $20.  Worth checking before spending considerably more on a clutch that might not be needed.
