We have a local farmer that we have known for decades. When I was a kid he was constantly damaging front axles on his tractors hitting groundhog holes.

 

He added a condition for all the guys he let hunt the farm "if you see a groundhog, shoot it". Within two years the problem was solved. They weren't all gone, but they at least learned to stay out of the fields.
