To be fair I believe the NFA is blatantly unconstitutional and that ATF should be a convenience store, not a law-enforcement agency. I think the plain-text meaning of the 2nd is "if you can reasonably keep it in your home, pick it up, and walk around with it by yourself it should be legal.
