This is called a Cookie Cutter. It would have normally been used for carpets but vinyl and commercial tiles were also possible. He'd get a scrap from the customer. (He always left pieces behind back then). Cut the "Cookie" out of the scrap. Then cut the Cookie in the existing floor around the cigar/cigarette burn.
