I picked up a C-161 having the Sunstrand transmission with the filter on the right side.  Where do a find the relief valve so I can push the tractor?

Left side. There will be a stud sticking out with a screwdriver slot in the end of it

@dkg520 Those relieve valves with the screw driver slot can be hard to turn or stuck. Start spraying it with penetrant. 

When you try to turn it the 1st time 2 people is helpful. 

One pushing the screw driver in tight and the other trying to the screw driver with a small vice grip or wrench on the screw driver shank.

Rome is tight to get in there, I also resorted to trying to clamp a small vice grip to the relief valve shank.

As a semi last resort the nut at the base of the relief valve can be loosened and the whole valve removed to free it up.

If it's really stuck,  take off the tire and footboard. Use a small Ridgid brand pipe wrench.
