Sorry it's a Bronco 14 going thru it all now head off valve  job done runs good now. 

My question is Finally.  

How come the tow release valve goes in

Circles .

It was moving very slow especially in reverse. 

It was a little low on oil atf oil.

It's better now but should or should not the valve stop at 360 degrees it was slightly not parallel with  the frame 

At first.

Tow valve on a hydrogear has two working positions: peg forward or back. You should have a decal that looks like this:

It is not a stem type valve that screws in to close.
