315-8 PTO Clutch Belt assembly routing

My father and I are replacing a broken clutch belt on our Toro/Wheelhorse 315-8 tractor.  We are struggling to determine if the belt routes under or over the red bar in this picture.  I think it should go under so it doesn't rub but then the belt is pretty loose.  If it goes over it will certainly rub.  All the pictures and diagrams I see are for other models or don't how this particular view.

So my question is over or under?  Or do we have this all wrong.

@Chris Mullen  another detail how smoothly does the to idler pulley move  ?  frequent bearing failure , rough movement  , also get after all related clutch / linkage with penetrant  oil also get after the lift lever related linkage , make the rust run out , spray into the top of lift lever , at push button . make the rust run out , you are right there , Pete

Under the rod.    If the belt is too loose, get a shorter belt.
