Spindle shaft rubber "O" ring

When taking apart spindles I often find ( but not always) a rubber "O" ring ( # 971015 ) around the shaft on top of the bearing below the pulley -- how necessary is that? I assume its a seal for water or particles getting down into between shaft and bearing? Do most of you install a new "O" ring when doing rebuild or maintenance on spindles? It appears the older spindles have another design that includes the bushing/spacer ( #106070 )  plus a seal ( # 106075 )  thanks - Bill
