Wheel Horse Fan

I went to do some maintenance on my parents 315-8. Changed the oil, filter, air filter and fuel filter. Now I didn't run it prior to the oil change so I can't say for sure whether the tap was there before or not.

Anyway, after I got it started there was what I believe is a valve tap. Since I changed the fuel filter it had to crank a bit to get started. The oil level was good and oil looked clean when I drained it. I only hear the tap at low engine speeds, and if I throttle up or throttle down the tap stops then will come back a second later a bit louder then get quieter. Seems weird, what could have caused this and how can I fix it? Or am I crazy?

Anyone have any ideas? Thanks in advance for the help.
