Part problem

Recently changed the drive belt and idler pulley on my 1976 C-120 automatic. Noticed my clutch brake assembly (old WH part number 104730, new Toro part 94-6652) was worn down nearly to the rivets. After   Waiting for over a month, I was told, no shipping possible. My local Toro shop secured one from another shop. It looks to be a correct part but the rivets holding the friction material seems slightly proud. Old guy me remembers riveted brake shoes having counter sunk rivets. Don’t want to use this part as i believe the rivets will score the main drive engine pulley. I can’t seem to find this part as a NOS part anywhere. Any suggestions?

I'd be real tempted to (1) drill-out and remove the brake pad.  (2)Trace the dimension to a used auto brake pad of approx same thickness.  (3)Cut it out with whatever tool, and (4)JB Weld that in place of the original 'brake pad'.  (5)Clamp and let set for 24 hours.  OR... spend about $35 for a new one here:  https://www.rcpw.com/parts-lookup?arisku=94-6652&arireturnurl=https%3A%2F%2Fwww.rcpw.com%2Flookup%2F%23%2FToro_Consumer%2F73423%252c_416-H_Garden_Tractor%252c_1996_(SN_6900001-6999999)%2FPto_Clutch_Linkage%2F130fedcd-8714-4a7d-bad1-736b430179b4%2Fc7a50fb0-498c-489a-9c85-3a54fd785a0e&aridescription=BRAKE+ASM&aribrandcode=TO

Thanks for the reply. I’ll likely take back the new part I picked up today and try ordering another NOS
